It is normal that the Epi-no wants to jump out, but as long as half of it is inside, then you are stretching the entrance of the vagina, which is what you are supposed to do. Try lying on your side with knees bent and holding it in with one hand, or asking your partner to hold it in for you. If you are only putting in one third or 1/4, then it is not enough and the widest diameter is not at the vaginal entrance, but outside, so you will need to push it in more. Inflate only until you feel discomfort, not pain. As far as losing the plug, the real plug has old or fresh blood in it, so what you are describing sounds like just vaginal mucous or discharge, since there is a lot of this in the ninth month. Also the gel mixes with it and it becomes a bit liquidy. If you continue to leak then it could be your water, so if you have doubt put a pad on and see if it is soaking through. It is OK to use the Epi-no even if you lose your plug, but not if your waters have broken.
